You can do client-server PDF creation with the PDFXMLRPC software package, which I've just released.
You can download PDFXMLRPC here.
The download file contains:
- the PDFXMLRPC server
- the PDFXMLRPC client
- a README.txt file which tells how to install the necessary prerequisites, how to install the necessary files from PDFXMLRPC, and how to run the server and the client.

PDFXMLRPC uses xtopdf v1.0, XML-RPC (from the standard Python library), ReportLab and Python.
