This news might be a bit old since I have seen people who are not Google employees using this for some weeks now. When I first got to know of the service, IIRC, it was not free to the public. But it is now.
Here is the Google URL shortener - goo.gl
Note: as per the site, "All goo.gl URLs and click analytics are public and can be shared by anyone." So be aware of this when using it.
