Just saw this on Mashable.com
"EXCLUSIVE: Google to Retire Blogger & Picasa Brands in Google+ Push":

What they mean by "retire" is that the names Blogger and Picasa won't be used. Instead they may called Google Blogs and Google Photos respectively. The services will continue to exist.
